Why don't you go to shops/ restaurants who use these kind of bags and ask them where they get theirs? I know their are places in Deira or Bur Dubai that sells paper bags. I also heard there is one in Al Quoz behind the Pepsi factory. Sorry I can't be any more specific than that...
