Twins - what to do!

I have 14 month old twins...and I work.
The girls were pre-term so I took around 6 months off and went back to work last Sept. My mom-in-law came over to take care of the girls and we also hired a maid.

However, it is getting harder for my mother-in-law to visit us so often as my father-in-law is unwell, and she needs to be with him. Other family members have similar issues and we cannot ask them to come as well. As we are a Pakistani family, there is a lot of interference from our familes about what to do. :)

Daycare is not an option as its too expensive - its basically 80% of my salary. So I might as well quit.
Quitting is also not an option, as firstly we cannot really afford to, and secondly I teach in a school and need the job to get the teacher discount. Also, jobs are getting harder to find so I dont wanna quit and risk it.
Our current nanny is too young to care for the girls, though I have tried to train her, but she is just not as responsible. She is great in housework and playing with them etc.

My question is - or I need advice for:
1. I want to hire a professional nanny from an agency to come for 7:30-4 and take care of the girls. That way the maid can stay and do housework. Any recommendations?
2. I can also sponsor a nanny/maid, but the issue I am having is that no one seems to be willing to work for twins. Or they want a separate maids room which we do not have right now. We are planning to perhaps move later this year, but are not certain.
I have tried calling many maids on EW and Dubizzle, and offered them the asking salary plus annual ticket & bonus. But so far...nothing!
i am reluctant to hire a maid without meeting her first...but obviously that is my last option. Any good agencies for that?
3. Is it a good idea to keep 2 maids? i am worried that they play the blame game and geglect stuff...but I also understand that twins + housework will be too much. The housework is basic cleaning, dishes & ironing. I cook myself.

So...any suggestions/advice?
