You can renew a visit visa as many times as you need (Someone will correct if I'm wrong), to renew you leave the UAE and re enter ..... you can do this by road to Oman quite easily either yourself or there are organised buses that make the journey.
Have a look at propertyfinder.ae to get accurate figures in your requirement but Sports city is probably cheapest you can get a 2bed under 100k, motor city probably average 110k and festival city is generally a lot higher. But you are comparing very different parts of Dubai quite a distance apart.
