PDC now insist on keeping their bills/accounts in the name of the owner/landlord of the property, so making them 'responsible' for the bill.
I have only done one tenancy agreement recently with PDC involved and the LL asked the incoming tenant to sign an agreement that he is responsible and will pay the bills, now the managing company for this apt email the tenant the bill when it arrives and he pays PDC direct.
Just one warning! PDC put up the amount owed if it is not settled VERY promptly so you have to hope that the LL runs an efficient system and is not anywhere where he does not have regular access to emails!
