Just felt like a whinge:
Why do some nationalities take their rubbish with them after having a picnic in the park (or wherever) and some leave it behind for someone else to pick up?
Is it because some people are so used to their maids doing it for them? Or don't they have any pride in where they are living?
Or they have this understanding that someone will be without a job if they don't leave rubbish everywhere?
Hong Kong and Singapore have now become the cleanest cities in the World, because they bought in fines, maybe we need it here.

Litterers are low people. There is no excuse for this.

Of course they may be , that is what they have done for a very long time or had others to clean for them. There was plenty od desert to leave it on until we all came. And from my observation, the 'native' population of this fine country are the worst offenders! For what reason it could be any one from your list. And I guess the others have taken the "when in rome" view.

A while ago we were at mamzar beach not the beach park the open beach bit. Hubby was fishing on the end, a bloke got out of his car walked straight passed a bin and continued to the beach and threw in a bag of rubbish into the sea. It was unbelievable!! I have no idea why they do it. Just like I have no idea why they let children run around in a moving car????
