Lost dog- found asking for money

Please advise. One day Our mommy dog who is pregnant lost her usual way back to our villa 12days later we never give up. One night when we are posting her print outs to post nearby we found that the neighborhood villa not so far away advertised her post too. We are very happy. The problem is they are asking 200dhs to claim the dog. Do I have to give the money or it is illegal for them to ask me money? Where can I complain if so? Thanks for help and reply
