Employment Question for Emergency Leave

Hi there,
My maid asked me about a question about emergency leave for a friend of hers. He is apparently a baker in Abu Dhabi, and his father has passed away. His employer has apprently refused to let him take emergency leave to attend the funeral. Is this legal?
I'd love to hear if any of you have any advice please. My maid has been with us for about 18 months and is a very trustworthy person, so I do believe her. Many thanks
