Hi carla, I'm also brazilian moving soon to Dubai. I've called the UAE embassy in brazilian regarding this subject and they said I could give a copy of my VISA (residence or work permit) to some kind of travel agent and they could apply using this document. Í havent't tried yet, but I'll try soon for my parents. If you learn how to do it, please share the info! Regards,
