Don't know how old your son is but an idea for what to put in would be GO GOS. Little plastic alien things, There is a website about them. My DS 7 went to party and got some in his party bag and flipped with joy. Big fad thing to play with in school just now. 8dhs a packet with some candy would be my sons idea of best party bag ever :)
Day to Day near Deira City Center for cheap toys / stationary/ party supplies like plates, hats, horns, gift bags
Hyper Panda for unique party stuff like football shaped whistles, small puzzles etc
how about finger puppets or small stuffed toys from IKEA... they are also priced like 2 or 3 dhs ... HTH
From past experiences, by the time you buy the party bags and all the little things that go in it, you end up sending quite a bit on each bag considering that most of it will just be thrown or broken when they get home. It does depend on the age of the children coming, but I have in the past either bought a football (about 10dhs from C4) for the boys and a skipping rope for the girls. They will have far more use out of these and you can sometimes spend less money

I got most of my things from Party World in Motorcity. They have another branch on Jumeriah Beach Road. They have these little colouring/sticker books which cost 6AED each. They have lots of reasonably priced party favours for the goody bags in my opinion.
ive brought great party bags from dragonmart for both my DDs parties. toys r us generally have party bag toys by the tills. i got the toy shooters that have 3 balls to shoot out for 6aed each, they also had puzzles for 5aed each. c4 and lulu often have cheap stationary also. hth
