I live in a small community that does not really practise laws until someone complains.
There are dogs that bark from approx 4:30pm until 9:30pm randomly and sometimes aggresively it sounds. My baby is scared when she is falling asleep when the dogs bark loudly. I hear them inside my villa and now it is nice weather I want to be able to enjoy the outside in some relative peace. I paid a high rent to live in this community so I do feel I shall be entitled to some peace.
Has anyone complainted to dubai municipality to get the issue resolved? Does dubai municiplaity govern these free hold communities ? I do know in the local areas they have full control to solve these issues as they are the governing body.
Do you have any experience in the laws in regards to these issues, ie. Noise, disturbance. I have googled but I did not come up with any firm answers.

Your post is very relevant to myself and husband right now as we are going through the same thing. We are fed up to the point we are thinking of moving when our lease is up. Obviously this is not the right thing to do, as wherever we move to could be worse.
As soon as the owner leaves her house, the dog barks. Weekday mornings, the weekends, every single day. I caught her one day and notified her of this, giving her the benefit of doubt and told her her dog sounds very distressed as it barks alot. She replied saying her dog has very bad anxiety issues and they were thinking of taking it to doggie day care. We had a couple of weeks of no barking (as I assume the dog was at the day care), but the barking resumed immediately after that again.
Having just got off a 15 hour flight yesterday and being woken up with the barking again this morning has just been the icing on the cake. We are expecting our first baby next year too and the thought of having this barking then is unbearable.
I don't know what other option I would have but to report this to the Municipality. Have you went down this route yet? Please comment and reply to let me know if you do Pinkdiamondz.
Hi there pinkdiamondz. I hope that you resolve the problem as soon as possible in order for your baby to not be disturb anymore. It will better for your home and your neighbor.
Thank you, it seems he is playing a blame game on various things. ie. cats, people walking past his villa, dogs walking outside his gate etc. I will not get confrontational with someone of these sorts, I will wait and see if we/neighbours get disturbed to the point we have to go to other resorts.
Dubai Municipality has a department dedicated to animal related complaints: Veterinary Control for the Municipality. They deal with noise complaints as well. Last resort if your neighbours don't understand the nature of living next to one another with mutual respect and kindness.
(I complained about a noisy dog in the tower next door and dog faeces covering the pavement. Both got dealt with in due course.)
Thanks bubbles I will try to go persinally because thy kind of have there back up when managment kindly informed them. I dont want anything to hapoen to the dogs but myself and neighbours just want some peace. Odd bark fine, but it is way beyond this. Hence why there are complaints.
I hope you do know that complaining to municipality would mean putting the pets down! Trying to talk sense to your neighbours is the human thing to do. When I had 4 dogs, and we used to be out.... our neigbours cat sitting on our fence use to make all three go crazy... upon receiving complaint, we tried to investigate the timings of barkings and asked our neighbour to help by keeping her cat away... no cat , no barking. But all coz we spoke.... Please give it a try!
Fairydust this has been attempted but the dogs lunged at me in there fence of course! But I had to go because my kids were crying. I will attempt alone when I have a carer.
I am interested if Dubai Municipality has ruling over free hold areas and where can I find the laws about such issues. The web site is not very helpful.
Still interested if anyone has had a issue as such and how did they go about it, if the owner is not positively responsive.

Well before you go down the route of involving the authorities, have you actually gone and spoken to the owner? That should be the very first thing you do. If they're out, they might be completely unaware that their dog barks when they're not home - most are mortified to find out that their pets do.
If you involve the municipality or indeed the police over a noise complaint, then the dog could well be confiscated - and that's a really bad thing for the dog here. So this should be your last action, if you've exhausted all other methods to resolve the issue.
