How to make friends if you are shy?

Hello! I arrived 6 months ago in Dubai. At first I forced myself to go to as many events as possible to see if I could make friends, and while I met some cool people, I didn't connect with anyone to the point of making a trusted friend, someone to hang out with, chat and laugh with.
I'm really extroverted but only once I feel confident, otherwise, I'm really shy and it's really hard for me to try to talk to someone.
My husband and my dog are my daily companions, and although I love them hard, a girl needs a drinking buddy, HELP!
