If you get there early queues aren't bad, It opens at 8:00 normally over Ramadan it 9:00 I think. I was there this week went for final bill at the DEWA office which is also there.

I did manage to find it. The funny part is, its on doorsteps of Noor Bank Metro station. That could hv been easier to locate any time. But I found the center very busy today. I had 82 people ahead of me.

If you are coming from dubai, take the exit from SZR for um al sheif st, but go round the r-about and go parallel to SZR towards jebel ali, you'll come to the car park on your right. From new dubai, take the manara exit and go down to al wasl road and turn right on to al wasl. Take the first exit on the right and go straight until you get to a junction. It should be right then left then last left from memory but anyway follow signs for the metro and you'll see the centre and car park.
