I also wondered about it a week ago. I saw a woman in an abaya which was transparent. Her dress under the abaya was also very transparent and I could see right through her. I was debating it with myself whether I should say something, but in the end decided against it.
Unfortunately, that is the current local fashion here, hair showing, tigh fitting clothes under transparent abayas and stilettos. What next!!?? She would not want to have been told. She was probably more than happy with ER appearance.
Now I am very glad I didn't say anything. I personally would be very embarrassed if I were unknowingly walking around looking like that.

I did stop a young woman in Villagio's once when I was walking behind her and noticed that some of the buttons on her top were open, showing her back almost down to her waist apart from the bottom one. I don't know she didn't feel the draught to be honest but she was a bit horrified and dived into nearby H&M asking me if I'd fasten them for her! Was happy to oblige. It's the skirt tucked into knickers that is the horror of horrors LOL!
I would want to know as, in my case, it would be completely unintentional. However, in some cases, unfortunately, it would be the desired effect. I would say something to her anyway, perhaps a shock coming from me, a completely covered woman!! But hopefully, I think most women would want to know.
I was upset when I got my new Emirates ID card - as they take your photo there and I didn't get to see it. I was shocked that the woman did not tell me that I had a chunk of hair showing. Upon seeing me, anyone would automatically know that it would be unintended. I would have appreciated it if she had kindly mentioned that I had some hair showing.
Oh yes that's not very nice. Guess she thought you wear it "culturally", but she should have told you.

If your dress was totally see through, and someone can see your undies and your cheeks? This is a genuine question, not intended for a TNT really. I saw a woman in a dress that was really transparent, and I was able to see it all when she was in front of me on the escalator. I was close to going up to her and inform her lol, but then she might get really P-ed off, or might know and be happy about it so I left it. Would you have mentioned it to her? I'm just curious how others think about it, I would want to know if I have any hair or skin showing, but maybe others won't appreciate it?
