Has anyone got a birth certificate when they weren't married 'long enough'?

One of my best friends had her baby last week and when her DH went to Baraha hospital to get the birth certificate, he was told they won't issue it as they hadn't been married long enough (their wedding - planned a couple of years in advance! - was when she was 17 weeks pregnant). Apparently they have to go to court to apply for the certificate instead.
Does anyone have any experience of this, or know anyone who does? My friend is beside herself, on top of all the hormone chaos you get after you have a baby, and I really want to be able to help her out.
