You could try Al Dawaar at the Hyatt Regency in Deira. It is a revolving restaurant and gives great views. Good choice buffet. I believe it is open for lunch and dinner.

you can choose restaurants at either Sunset Mall or Dubai Marina Mall. both have some with good views of sea and burj and tall spec buildings.

I tried Rockfish at Al Naseem on Thursday evening - the view is spectacular, we had a table on the very far right hand side overlooking the Burj Al Arab (it was inside the restaurant but the doors are fully open so its like sitting outdoors). Highly recommend.
