Do you know if this if for maids only to Dubai or is it a problem any where in the ME? I am living in Doha, Qatar and I am thinking about bringing a nanny from the philipines, but would like to avoid extra charges.

Yes, Philipines Government has made significant changes to their protocol on management of domestic staff working in Dubai, due to a 'bail out' they had to facilitate late last year. Providing your maid has already been working as a Nanny/Maid here, she should not be required to complete this training before returning to Dubai. The training has been put in place for those who are just starting out working in Dubai as domestic workers. Just a reminder (I am sure you know already, but just in case) she DOES need to have a returning certificate provided by the POLO office here before she leaves to go on holiday, so she can re-enter Dubai. When it comes to maids, I think the Philippines government constantly changes their rules but don't update their website to reflect that. My maid went back for her holiday last December. Instead of registering with POLO here in dubai, she decided to do it in her home town instead. Her friend who did it in July told her what to do & what to bring but by December, it was different requirement already. If that is the new rules, maybe the best way to send maid home when they could not provide training certificate would be via KL/Spore.

An acquaintence told me recently that her maid had just been home for her holiday and when she came to return, the phillipina government would not let her return to Dubai, until she had completed "training" at a cost.....anybody heard of this, or had experience of this? My maid is about to go on holiday and would really like to avoid paying 3500AED, for someone to train her in a job, she has been doing very well already for 2 years......
