If the visitors illness needs to be diagnosed first then i think you can go stright through the Govt hospital Emergency section. If im not wrong, a coupple of years ago it used to be free. (only if you enter through the emergency section of the hospital though- and it geuinely is an emergency) . The doctors can be a little daunting but their diagnosis and medication is always correct. Al Wasl Hospital is the best for adults, children and babies as well.

Dr. Moopens/ Aster have clinics in most parts of Dubai and they're pretty affordable.

there are some cheap clinics in Satwa/Karama, but this will not change the price of the meds

For a simple trip to the GP the cost won't be much over AED 300 but I'd suggest buying a travel insurance policy quickly, I don't believe it is too late even if the person is already away/here. Anything medically serious here costs a fortune!

in abu dhabi there are certain pharmacies that will just give you them over the counter.

they can go see a dr here and just pay for the consultation which will be around 300 dhs (not 100% sure on the price). Or, as the op says, if they know they need antibiotics and know which ones etc then just pop into any pharmacy here and buy them over the counter - you don't need a prescription.
