So long as your phone is unlocked and not locked into a US network, then yes, you can get an Etisalat or DU SIM. Personally I wouldn't bother with a contract here, as they're a pain. I've have a pre-paid Etisalat SIM for 14 years, no major issues. Have a data package. I facetime or skype my relative abroad as it costs nothing.

You can get a du or Eitsalat pre paid SIM card for 50 dhs and then top up when needed. I have a du SIM on a monthly plan and it works well for me, I have a decent amount of minutes and data that lasts me for the month. You can keep your phone and just switch out the SIM cards, that's what I did when I moved here.

Same price at the airport as elsewhere in Dubai as you have to buy either via Du or Etisalat...

Thanks. That makes a lot of sense. Everyone is so helpful, but it's leading to more questions. :) Can I get a better deal if I don't buy a SIM card at the airport, or does it not really matter? Where else can you buy SIM cards in Dubai?

You only have a choice of Du or etisalat in Dubai. I think the SIM card is around AED50 and then you pay to top it up. I mainly use mine for Data package and put AED100 on for data and AED20 for texts and calls. I don't know why but my data package runs out way way quicker than it does in UK even though I use it in exactly the same manner. Other friends say the same. If you are buying your SIM card anywhere except the airport you will need to show your passport.

Awesome. Did you buy the pre-paid one at the airport? If so, which company, how much are they, and how long do they last?

Yep that's what I did. Used a pre pay sim until I got my residence visa. Now I am on pay monthly. Worked fine for me! ??

What have you all done as expats for your phone plan? I am trying to figure out arrangements for my cell phone after I move to Dubai. I have an iPhone 6se. My plan is to get a new SIM card when I arrive. My job said you can buy them at the airport. I think this allows me to have a pre-paid phone plan. Meaning, I think I pay upfront for the card and then use the minutes or data as it's allotted for that card. Then, after I get my residence visa, I can get a post-paid/monthly/"normal" kind of bill. Does this sound like the best plan to you? If you can shed any other light on the phone situation, that would be appreciated.
