Thumbay Hospital comes cheap in Dubai as it is the branch of GMC Hospital in Ajman. I delivered there under emergency CS and i paid around 11k only all in. Avail their delivery package

in Dubai, Latifa or Iranian would be your best affordable option. They'll be more expensive than other emirates though.
