Guys, I have to tell you about the experience I just had with the Mashreq ATM in Mirdif by WestZone supermarket. It is not giving money, but giving receipts saying that money has been sucessfully dispensed.
I spoke to the guy in he shop and he said that this happens every other day. When I called Mashreq, who were as useless as I remember them being when I was unfortunate enough to be a customer of theirs, he said that I had to lodge a complaint with my bank which mean I have to go into a branch and fill out paperwork.
The chap at Mashreq also implied that I may never see my money again. This sounded very much like it is a reglar occurance and maybe they are not servicing their ATM deliberately so that when people don't get their money, they give up on it as it is such a hassle to get it back! Together with the fact that I had been told that this machine is regularly broken, makes me wonder if this is the only way that Mashreq can make money right now? And i thought things were getting better. Needless to say I am not going to let them win and i will be going to my bank today to get the form, fill it in, attach a copy of the receipt and wait until the matter is investigated.
I would recommend that people avoid Mashreq ATM machines until this problerm is fixed.

Good luck with getting your money back.
I would like to say though, I have been a customer of Mashreq for years, and haven't had any problems with their customer service.
This happened to my DH at the ATM machine (not sure which bank it is) inside the petrol station just as you are leaving Mirdif by the traffic lights.
He wanted to withdraw Dhs2000, the machine didn't give him any money but the receipt showed that Dhs2000 was taken out our account. DH didn't move away from the machine, he stayed so that he was on the camera and phoned our bank (HSBC) to explain what happened, the person on the other end of the phone immediately fixed the error, not 1 min later DH got a txt message showing Dhs2000 withdrawn, then followed by a txt showing Dhs2000 deposited again. So it all got sorted out luckily within a matter of minutes.
I know it has happened to my Mom as well in the UK at a bank there, she just went straight into the bank and they sorted it out immediately.
OK this was a scam running in the UK about 6 years ago by an eastern European gang.
they use the atm first then as the drawer opens to dispense their cash they run a little super glue along the edge of it so when it closes it sticks.
When you use the atm it dispenses the cash but cannot open the drawer for you to get it out.
when you leave they come back and simply open the drawer with a screwdriver and remove your cash.
very simple and really effective if this happens to anyone else try banging the drawer to see if it will release.
This is shocking, what abt the workers using this machine, can they wait 2 weeks and runaround doing paperwork to get their money back.. at least we can complain on here n very likely sumthing will be done. Bad bad bad!
So the receipt you were given from the ATM, does it have an error code on it, or does it say you have withdrawn!!!!, sometimes machines do say transaction completed and didnt give me any money, it wasnt deducted from out account.
Maybe attach a copy of your bank statement too when you complain to prove that no money has gone from your account at the time and date it should have done if the machine had actually given you your money.
If this is an ongoing problem then if you're so motivated, file a complaint with the UAE Central Bank - they may not listen to customers but they sure will to the central bank if they're not following UAE bank regulations and procedures
