TBH, at your daughter's age I would just put her in a swimmer nappy (such as Huggies), a 'rashie' - the Lycra t-shirt in highest sun factor and a waterproof hat. You will be swimming with her in the shade anyway and it is easier to change her nappy as required.
Early learning Centre has the ZOGGS brand! Looks like a wetsuit almost so keeps bubs warm when they hit the water for the first time! We used this until DD got used to being in water and then moved on to regular swimsuits.
And Babyshop Dubai Mall normally has a good range too!
Baby Gap and Gymboree always have baby swimsuits. You can try Carter's as well in MOE. If you have time to wait, you can order online from Children's Place or Old Navy, and save a bundle over buying here.
checked babyshop last night... wasn't lucky though. And i don't like mothercare, bad experience since my older son. I checked carters too but nothing!!!
