I know a company in Dubai, where they do not take a card for a deposit. It seems to be called Absolute Rent Car.
i think you would go for online platforms like yalla deals they don't require a card for both rent and sale car

Majority of the car rental companies in Deira do not ask for a credit card and their rates are better too than the well known large car rental franchises. Just be careful to triple check the insurance. Some of these small independent companies insurance policies are not that comprehensive. For instance if you have an accident you have to pay for every day the car is being repaired - I know someone this happened to who ended up paying for 6 weeks car hire when they only rented for the weekend. Most of the bigger, franchised car companies cover this in their insurance ( I know I've always checked when hiring due to my friends experience). Also worth checking that they include "blood money" on the insurance.

I would think the 25 age limit is a larger obstacle then the CC. Most countries/companies do not rent cars to people under 25. But I don't know about UAE.

I rented a car for months while on visit visa a few years back, from a company called Al Mas Rent A Car in Deira. I never had a credit card and they didnt even make me pay in advance. Young syrian boys own it, in their early 20s, very nice guys. Ask for Alaa 04-2955669

I believe they must give numbers to the police as it was the police who told them that the card I had provided had been reported as lost/ stolen. I was panicking lol

Try Thrifty, they are more relaxed in some of their policies so might be in this matter as well. I think the police requirement is not true; I was told that rental companies need to hand over credit card numbers for all customers to police, (which is why they took a photocopy of credit cards), and i did not believe them

My husband had no credit card but got a car through hertz although he was over 25. I lost my credit card and had to cancel it. I had used it to hire from Dollar although I was paying using debit card they block a sum of money from my credit card. I then had hassle because I was waiting for my new one to arrive. They eventually accepted a copy of my mums card from uk.

I understand that there are not any that will do this. I understood that it was a police requirement but that could be BS that the rental company was giving me.

Does anyone know of a car rental company that can provide a cheap car for a month without them needing a credit card for security deposit. Any place where you can pay deposit cash and monthly rate upfront? The car would be for a German national with German driving license below the age of 25 on a tourist visa if that makes a difference.
