you mean physically to go and contest one, then you need to go to the traffic dept in muroor which is off 4th st and 21st if you are coming from dubai, come down al salam st to 19th st, then you would turn left into 4th and its the next left go to the end you come to a r/a and the police station is on the right. you would need to go into the main building and the fines section is down a long wiggly corridor on the left but ask at the reception.
