Highly suggest, u take a toddler or two when u go to change ur license.
I was heavily pregnant when i wnet to get my qatari license, and and guy wanted to make me do a couple of lessons.. but i looked such a sorry state with my big belly he just made me sit, asked me if i want some water, and went to get me my license :D
In general, your driving license must match your passport nationality. I was not able to convert my Kuwaiti license to a UAE one, for example, as I am not a Kuwaiti citizen.
That said, I have heard of people managing it; things sometimes depend on who's sitting behind the desk and how they feel ;).
Unless rules have changed, I suspect that you may end up having to take lessons and test. However, it never hurts to try. Good luck!

I moved from dubai to doha and just presented my dubai license at the license authority and they gave me a Qatari licene in 30mins.
I guess it should be the same in Dubai.
Unless your 21 and below, i dont think they will cause too much of a fuss...
Even if it is cancelled, as long as you have the license card to present, u should be ok... fingers crossed! :)
