Housing Fee in Free Zones...

So i just got my first DEWA bill, (fainted.....). and was told by a fellow neighbor that since we live in a Free Zone that we don't have to pay the housing fee. So I call the municipality and they say yes we do - a new law and everybody, free zone or not free zone, everybody will have to pay. If they do not pay now, they will soon. I wanted to hear from those of you who live in a free zone to see if you are already paying the housing fee tax?? What were you told when you moved in? Has it changed now?
