Same here...my husband has his work visa from AD but we live in Dubai. We got an NOC from his company and also took a copy of our tenancy contract, to prove that we live in Dubai. No problems. You can also re-register your car, as long as you can prove you live in Dubai. :)

Me and hubby have Abu Dhabi visa but I managed to get my driving licence from Dubai when I arrived in August last year (2010). All the ladies on the front desks said no but we asked to see the person in charge. After alot of time the man in charge decided that I could get my licence after all, I guess it depends on who you get at the end of the day!!!

The Emirates ID? or the Driving License? Not sure about the Emirates ID, but driving license should be done in emirate where you have your visa.
