Pharmacies re-selling medications

I went to a pharmacy of a large chain over here and was really surprised to see a sign by their till saying you could return any medication for a refund. I checked with the pharmacist and indeed he confirmed yes, you could (within 3 days of purchase) and that medication is put back on the shelves and re-sold. I pointed out that most medications state that they should be stored below 25C or 30C and how on earth could they guarantee that for the 3 days it's been out of the pharmacy that someone hasn't left it in their car for a few days at whatever temperature, or even worse somehow tampered with it. He agreed with me but said that is the policy from head office and that many customers like to be able to get a refund on medications. I'm really shocked that this chain of pharmacies has this policy - it could potentially be lethal.

Does anyone know if there's some municipality department I can raise this with?
