Any law firm that has notarial services should be able to do an identity statement on a notorised copy of your passport.
Try Trench & associates, I have used them many times for this kind of thing.

Hi
We are re-locating to London as my husband has just received an excellent job opportunity there.
We want to process our bank details as soon as possible while we are in Dubai, so that we can transfer our funds there to use for rents etc.
We need to get a form for identity verification' signed by a lawyer or notary or a person from Lloyds, NatWest or Standard Chartered Bank. It means that they will look at our passport & sign the form saying that they saw the original & can verify us.
Can anyone guide me with respect to this? Or does someone know of a lawyer who can help me out (for cheap)?
There is no Lloyds or NatWest in Dubai & I am not sure if walking into Standard Chartered will help us get this done.
