My sister in law has purchased them directly from salons in Abu Dhabi, maybe you can do the same here? Just went to a place around the corner from my house which seems to be exclusively emirati and they do a lot of henna and I saw someone walking out with a tube. Maybe if there is a salon near you you can buy from them?
