Why are my vinca flowers dying??

In some parts of my garden, my vincas are flourishing. And in other parts, they keep dying! We planted a new lot about 2 weeks ago and them majority of them are wilting. I water them every 2 - 3 days so I don't think it's over water. They have good soil and I fertilise everything once a month. They are a bit shaded by a frangipani tree, but in other section they're not shaded but still dying!

Any advice? Bl**dy gardener planted them all, and then today told me it's because they're no longer in season and suggested we plant petunias instead! DH's family get here next week so I want the garden to look good...
