In the climate in the UAE, bougainvillea flower best when barely watered (let them get completely dry between waterings) and using a low nitrogen fertiliser very sparingly.
Lol...mine sat in pots for almost 5 yrs and I think I fed them once or twice! I'd throw a spoon of epsom salts at them every now and then.
They look to us that they are thriving when they are actually most stressed. When they have lots of food, water and space for the roots, they grow lots of luscious green foliage but very few flowers. When they are pot bound, starved of nutrients and dehydrated they go into panic, flower production.
Treat 'em mean, keep 'em less-green! lol.
