As far as I know, to get the emergency document / replacement passport to leave the country they need to get a police report and also approach immigration to cancel their visa before leaving. So if the ban is placed on their current passport and visa it should be flagged before they got the emergency papers.

You can't apply for second passport or emergency document without police report. When you there... Definitely you know what will happen.

But when a person bounces a cheque, depending on whether they have defaulted a bank or the like or just another private person, makes a huge difference in how quickly they will be subject to the law, at least in my experience with someone who owes us money.
We had someone bounce a cheque and owe us a significant amount of money, we went to the police and filed a case while we knew he was still in the country. We were told he would have his name put out at every port, so we assumed he would not be able to leave.
But he managed to slip out a few hours later after we had filed, as the system, we later discovered, apparently takes time to click in. So this person defrauded us and was able to leave with our money.
We were told that when a person defrauds an institution the process of getting the ban effected is much quicker but it takes longer for a personal complaint to be processed. There is a window of opportunity if the debtor decides to take off even when you have filed the bounced cheque with the police. What happened in our case was the police called the debtor to come to the station and as soon as he got wind that we had filed he ran to the airport.
I hope you move quickly to have him apprehended to avoid the same happening to you.

Even if the person in question approached their embassy and somehow obtained a new passport, this would not help them at UAE Immigration.
To exit the country there has to be some sort of entry either as a visitor or on a residence visa etc. So the person wouldn't be able to just pitch up with a new passport and exit the country without having the visa details of their last entry. If the person has an open court case or been blocked from leaving, this will definitely show up during the visa part and the person would be apprehended.
Someone who is blacklisted from leaving the UAE as they have bounced several cheques, can they report to their embassy that their passport has been lost/stolen and get a new passport and leave the UAE with no issue? I guess what I am trying to ask is if the ban is against the passport or person's name. This is not me BTW but someone that owes us money so want to know that they cannot escape as police reports and getting them put in jail is a very long process.......
