The trouble with the surcharge is no one is saying how it is calculated - are they? Is it a dirham for every dollar oil is over $100? Is it a lump sum for everyone? Is it in fact an increase in Dewa fees across the board, but described as a special "surcharge"? Confusing, and never, ever explained. According to DEWA In line with the decision of the Supreme Energy Council in Dubai to adjust the electricity and water tariff for all DEWA customers which is applied from 1st January 2011, a fuel surcharge is added for electricity & water consumption from this date. Fuel surcharge in your monthly electricity & water bill will vary based on the rate of increase or decrease of the actual fuel cost supplied to DEWA generation plants. Fuel Surcharge will be shown separately in your monthly bill and will be charged by Fils/kWh for electricity and Fils/IG for water. The new tariff intended to promote efficient consumption of electricity and water at a time it is increasingly needed, equally in the conservation and preservation of our precious resources. Fuel surcharge in your monthly electricity & water bill will vary based on the rate of increase or decrease of the actual fuel cost supplied to DEWA generation plants. This is precisely my point. Will vary by how much? Is it linear? Or a curve? Is it a lump sum? How come they aren't publicizing an amount every month? How come this isn't explained better?

The fuel surcharge would have been fair if it dropped with international prices which it doesnt seem to do In 2008 when oil was 140, most companies increased their prices citing fuel costs etc. Then when it dropped to 50 and is still around 100, no one decreased their prices. ....

Thanks, guinness. So I guess they just increase the unit rate instead of adding a separate charge? I emailed them yesterday to ask them to come and check the meter is working OK, so we'll see what happens there. Our tenant's bill is higher than ours, and she's in a 2-bed Springs with a small pool while we're in a 4-bed plus maids' with a huge grass garden! It makes no sense at all.

What's the new fee for oil? We just rented out our old house and the tenant is complaining the DEWA bill is far too high - admittedly, it's higher than we ever used to pay - but I didn't notice any new charges on the bill. Am I looking in the wrong place? It's a surcharge that DEWA imposed at the end of last year to offset the increase in oil price. There doesn't seem to be any explanation of how the surcharge is implemented - which I find frustrating and surprising that more people aren't asking about. There has never been a "refund" even when oil prices were dropping at the beginning of the year. http://m.gulfnews.com/business/hamdan-approves-revision-of-dewa-tariff-1.838676

This topic came up last week (and pretty well every week before that) and I'm always baffled as to why people have such high bills when mine is so much lower (about 700-800 for a 4 bed plus maids, garden sprinklers included in rental). I live in Um Suqiem and someone else who lived my way also posted with much lower bills. One hypothesis was that DEWA somehow charges more in areas where the population is more likely to be expat. Could this actually be the case? This is my last bill's breakdown of charges if this helps: Elec (green) 2000 at 23AED per unit 460AED, Elec (yellow) 33 at 28AED per unit 9.24, plus a 'Fuel surcharge' of 142.31 giving a total of 615.59. Water is 2483 at 3.5 per unit, 86.91 AED, 'Fuel surcharge' 9.93, 'Other charge 2.00, giving a total of 98.84 Sewage fee 12.43. The total bill was 726.85 (I don't pay Housing Fee) Perhaps someone could do some sort of whizzy spreadsheet that compares? Beyone me though!! :) I was here for the whole of this period by the way, although as DH was away there was no AC used during the day; it would have been on for a couple of hours ever evening and in one bedroom overnight.

It's a little bit high, but not that much. We have a five bed in the meadows, and we pay about 3.5 or 4000. But I've threatened the gardener with firing if he waters too long, told him to come just once a week during the summer, run around behind my family turning off things, etc. Best to look at the breakdown - where is the most of the cost? Ours is housing fee and that new fee they put on to offset the cost of oil.

Is the housing fee included in this? That will be 5% of your rent, also, sprinklers throughout the garden take up a lot of money. We have 5bed villa in barsha and our largest bills in summer months are just under 4000dhs. The best thing to do is switch everything off, and go outside and check that the two meters are not running. Cant help you as to where your meter boxes will be, but when we have had high bills thats what I have done. Running the AC continually also runs up the bills. Is your AC centrally controlled as this is supposed to be more expensive than the individual units in each room. We have the indivisual units in each room but all the units were shut off during summer in the kids rooms as they werent here, in the spare room, play room! It was really just the living areas where we ran them constantly. We have an irrigation system outside. MAybe there is a leak?

I've just been looking at our own DEWA bill (Meadows 9, 3 bed, home study, unused maid's room, small grassy garden, no pool). It's about AED3000, including housing fee. The water part is bad enough, at 640 it's gone down a bit from last month, but the electricity is outrageous and has been creeping up all summer. I'm hoping there'll be a pleasant change when we stop having to use the aircon, but of course, DEWA's prices increased by 15% in January anyway. Sorry not to be more help, just a bit of empathy, really.. edited by simpleasabc on 12/09/2011

Not lived at the Meadows but I know there's been this fuel surcharge since January. Has the bill gone up a lot on water (thinking pipe leaking somewhere) or is it on both electricity and water? I know when we lived in a villa our bills were weirdly inconsistent - some months a lot of electricity used but not much water and other months vice versa - it didn't make sense...even taking into account more use of electricity for the A/C. Both Water and electricity have gone up. I just can't fathom why the bills are so high. Hidden taxes maybe?
