you need a license. You cannot get a license to do this from home. Only schools that were granted their licenses by the late Sheikh Rashid bin Saeed AL Maktoum can have NFP status. All charities must be govt owned or branches of Intl charities, again, with a license. ETA: the fines start at Dh5,000 <em>edited by essqueue on 07/02/2011</em>

Maybe contact the Child Department of the Ministry of Social Affairs to seek clarification? Not saying that what you propose to do is necessarily a "nursery" but it could still be caught be broader childcare related regulations. url=http://www.uaenurseries.ae/en/html/egate-contact.html/url

That might be borderline. The authorities are always interested where money is changing hands - for instance, you can't raise money for charity without permission. Does it happen? Yes. Would you be prosecuted - who knows?

ok - that helps to clarify things hotpot - thanks!!! so as long as there was proper accounts showing that any money that came into the playgroup went into the playgroup with no profits then it would not need a license?

if one wants to set up/start having regular baby/mommy coffee mornings where there is a proper play/snack/songs type event every week at a private villa, does one have to apply for a licence or summat???? only in dubai i suppose???!!! tia
