Here's an article highlighting UAE's efforts to protect abused animals. They also list a number you can call in case you ever witness any animal cruelty. If enough people use the number and actually report cases of abuse, i believe this establishment will prosper and better themselves. However if it is left unused, it will be just another number with very little effect. Let's hope this brings about great changes.
