You might try one of these: http://www.timeoutdubai.com/aroundtown/search/al-quoz/687-event-venues We've been to the Fridge in Al Quoz and it's a pretty good venue - just a big empty room but we used if for a rock concert - not sure how much it might cost though.

most halls are linked to hotels or restaurants and in the least you would need to order f&b from them in exchange for use of the hall... alternatively have a look at some of the clubs... such as India Club, Iranian Club, etc... they all have halls that they hire out (normally only to members... but they will probably make an exception for the right price)... India Club for example, have a lovely large hall called their Crystal Ballroom which can accommodate 150 people and their f&b charges start at AED 55 for a buffet I'm not sure how the rental system of school halls work... but worth asking some of the larger schools in your area...
