As of 25th December 2010, Qatar has new visa rules for GCC residents. Previously, male GCC residents, that are not citizens of the 33 countries that could get visas on arrival, could get visas on arrival provided they had a job title that said manager or above. Female residents had to apply beforehand or had to be accompanying husband to get visa on arrival. As of the 25th of last month, this has changed. If you are not a citizen of the aforementioned 33 countries, then you have to apply for a visa beforehand. If your residency says development manger in any form, expect reluctance/refusal at the visa counters.
My husband, an Indian citizen, was boarding an Emirates flight to Doha when he was told he could no longer fly without getting a visa beforehand. He and about 30 other people were turned away at the boarding gates a week back. Indians and other Arab nationals now have to apply and procure visas prior to travel. HTH
