You must delcare any plant material, it will be inspected and if its in a commerically sealed unopened packing then they may let you bring it in, but if you have an bag of loose flower stems I would not be so sure about that. They do mention plant matter here as being on the list of items subject to import restriction. http://www.daff.gov.au/aqis/travel/entering-australia/cant-take I was able to take some date filled biscuits in because they were in the sealed manufacturers packaging, I was told that was why they would not seize and destroy them.

Yes saffron is horrifically expensive in Australia and the best advice is if you are going to bring anything into Australia is to declare it, if in doubt declare it. The fines can be quite substantial if you are trying to bring anything into Australia that is banned and dont declare it. Oz is an island and we like to protect our fauna, wildlife and our industry from disease and pests that could impact the unique environment and our farming industry. If you do buy saffron make sure that it is commercially packed and definitely declare it. Here is a website that you can use to check on customs when travelling to Oz. Alternatively watch a couple of episodes of Border Security, its hilarious how many people get caught and fein ignorance when they are caught. http://www.customs.gov.au/webdata/resources/files/GuideforTravellers-WEB2.pdf

be careful; you get fake saffron too - if it is all the same uniform colour it may be fake; ask to taste a strand.
