Setting up a DEWA account

I will need to set up a DEWA account when I arrive in Dubai for a property rented in my husbands name as he will not be in the country at the time.
Obviously I won't have my own residency visa until at least a couple of weeks after I arrive.
Am I able to use a photocopy of my husbands residency visa and set up the DEWA account?

PS: He will not have time to set up the account before he leaves as he hopes to sign the rental agreement on Saturday and will be going off on a business trip for 2 months from Sunday.
