I assume you're being sarcastic/or simply trying to wind me up, but in answer to your question... it took me less than 3 seconds to turn around and see what had hit us and yes he was on the phone.
If he was not using a hands free kit it is Illegal to use your phone whilst driving

seriously speaking though, i have always been surprised by the large no of self important people in Dubai, and that number seems ot be increasing day by day. No if someone swerves into my lane, and i use my horn, half the time the other guy gets angry...
Some people get a maid/Porsche/villa and think its a license to act arrogant as payback for all those days when they were stuck in a small apartment.
erm did the secretary cause the accdent? No! Beside the police would want to speak to the driver of the car who did cause the accident, so a pointless exercise, as the guy would still have to go an deal with it personally.
People need to learn to take responsibility for their actions or learn the hard way.

Sorry that's no excuse whatsoever. He was on the phone and causedan accident. He should have got out and dealt with it himself not sent his secretary. How do you know he was on the phone? Jeez.....why should he deal with it if his secretary is there? are you for real?

Of course you can report it! You were the passenger in a taxi, you could have been injured. You also have a moral responsibilty to have got involved and told the police that the guy was on his phone. You were not only involved, but were witnesses and your testimony would be important.
You should actually have stayed there until the police came, because you say your head was hit during that accident? So now if you have a delayed whiplash or whatever,you're not covered as you never reported it.
If you are involved in an accident of any kind, either as a driver or passenger you must give your statement.
The guy behind was a complete tool.
Is'nt it actually against the law to use a cell phone while driving? I think you can certainly report him for that, considering you were involved as a passenger in the car he hit. I would go ahead and report him and mention that you suffered a bang on the head too. Just becasue you were'nt driving does not mean you have no word in the matter.
So rude!!!! So furious after reading your post. I can't imagine how I would react if I was in that exact situation..especially using phone while driving is something that always makes my blood boil!

My friend and i gave our phone numbers to the taxi driver and made him promise to call us if the other driver didn't take responsibility, and i took a picture of the other driver's plates and the damage but i'm not sure what else to do. Can i call the police and report it even though i was just a passenger?
But of course, you did say that you were in a taxi! Hopefully the taxi driver and his company will take action. I imagine that it would be the taxi firm's responsibility to do the reporting. These stupid drivers need to be taught a lesson!

Very impolite man, sounds like he had plenty of accidents before from the way he was acting. Its good to know you and everyone in the taxi were unhurt. :)
I take a lot of Taxis around Dubai and i figured it was only a matter of time before i got into an accident, and yet I was still quite surprised today when it actually happened.
Amazingly enough it wasn't a crazy taxi drive at fault either, it was a pompous jerk of an EXPAT.
It was a pretty basic accident. We were stopped at a red light when Mr. Self Important drove up behind us and was too busy talking on his phone to remember to stop. He simply drove right into us. Fine accidents happen, but the thing that got me was his attitude about it.
If i was ever careless enough to cause an accident while talking on my phone, i would at least have the common decency to hang up!!!
Imagine being so important and busy that you don't feel the need to get off your phone even after you cause a car accident!
I'm still reeling from the surprise of just getting punched in the back of the neck by my headrest when i turn around a see him talking on his phone.

At this point my driver checks we're all okay and gets out to check the damage and when he approaches the other driver, what does he have to say?

Sure enough his secretary jumps out of the car BEHIND HIM and comes over to APOLOGIZE FOR HIM and the accident HE caused! Unbelievable!
