Visas with different nationalities

Hi you all, I have a weird situation that I´m not sure how the Visa should be handled. My sister in law is coming in December to visit us with her two kids. She has a Brazilian passport, hence she will apply for a 30 days visa, no problem about it.
The issue is that my niece and nephew have double citizenship, Brazilian and Portuguese, because my brother in law is Portuguese citizen.
I´ve heard that Portuguese citizens with Portuguese passport get the 30 days visa at the arrival. Is there any issue that the mother, who will be by herself will be bringing the kids and they have a different nationality?
And does she have to show any special authorization to show in the immigration desk here because the father is not with them? In my country an authorization form is mandatory, they will need that to leave the country, is there any thing similar here?
Thanks in advance for any help!

Not a dumb question at all. Your best bet is to actually call the embassy to inquire and they should direct you to the right number to call.

Any experience like that? Sorry if it looks like as a dumb question, but we never know how the rules apply.
