If this is the IADC golf event dinner, it is always a good do so I am sure you will enjoy it. It is outside on the grass, so be careful with heels. You will see all sorts of interpretations of smart casual there, from casual to lovely dresses and the odd ball gown out for a twirl. My advice would be to be dressier than smart casual but not go down the ball gown route! In the past years I have worn cocktail dresses, trousers with a sparkly top or a long summer dress.

Gala dinner means you dress as per the invitation said. If nothing mentioned at all, then you dress to impress, something like what you find natural movie stars wear for the Oscar. Smart casual or work suite is NOT a Gala dinner dressing up. do some googling and you will get more info.

I don't think "smart casual" expects evening dress. Even a black dress and heels sounds OTT to me - but this IS Dubai.. I'd say no jeans or flip-flops.
