The trick is to have layers of clothing. That way you add on if it gets chilly and remove if warm. Bring rain jackets (you never know). Comfortable shoes for walking. A cross body bag to carry round during the day or a backpack, whichever you find easier. I prefer a cross body bag as I can keep it in front of me and not be a target for pick pockets.
Mumonboard is right, Tripadvisor has great tips. For example, this is the tripadvisor page for Bruges. Have a look at the tabs for "Things to do" "Forum" "Restaurants"

Europe will be a little cool in September but certainly not winter time ( When it gets to 0 and snows)
I would pack lightweight clothing trousers/jeans/light jackets/cardigans etc
The weather is usually around 15-18 degrees during the day
You can get lightweight clothing in most shops in the malls
In Amsterdam you must visit Anne Franks House and the Rembrandt House Museum, hire bicycles and round around the city
Most of the tourist boards have ideas of where to go in each city which you can Google. Trip Advisor also gives great tips
