Check this official website for foreign students: www.daad.de/deutschland/studienangebote/en/ Most university courses in Germany require proficient German language skills though, even if some classes might be in English. But there are a few offering English only courses, mostly private universities of applied sciences. Düsseldorf and Cologne/Köln (which is close by) have a relatively large expat community, so there might be offers. Check out the website above. Most students in Germany choose a public university, due to good quality and very low fees. The quality of the private ones varies and you should choose with extra care. Just a thought (without guarantee that its a good one): Maybe approach the local GOETHE INSTITUT. They may not only offer courses, but also provide some advise about living / studying in Germany.

You could try the AHK in Dubai. Check their website it may have some info. Also try the consulate they should be able to help. Universities in Germany are largely multilingual and they offer many english courses. Choose a uni you might like and check thier wesite for their offering

There is a strong possibility that we might be moving to Germany (Dusseldorf) in the near future. My question relates to my daughter who is a Psychology graduate from Middlesex University here in Dubai. She is considering joining us in Germany and pursuing her master's degree. I'm sure the majority of schools there are German taught/speaking, and I fear she will not be able to learn German well enough to pursue her studies. Are there any English speaking Universities in Dusseldorf ? She may not want to pursue psychology further but change course, I was wondering if there are any consultants here in Dubai where we can get information on course options, admission requirements (accepting the Middlesex Degree etc) and papers to pursue etc. Any response would be helpful as I am completely lost -- and thanks.
