Dubai Mall have a great play gym in the food court where you guys can have some food while the kids play, there is also the aquarium there and ELC and Hamleys where they can run around, grass area next to the Burj in the afternoon and the fountain starts at 6pm.
Mini monsters on Sheik Zayed Rd, favourite things at Marina Mall, Beach, Safa Park and Mirdif have two great kids attractions, one at each end of the mall for toddlers. Have fun!!
If you have access to a pool why not buy them some pool toys (so cheap in Geant and Carrefour) and let them have fun in the water. My little girl would spend hours with a little watering can and a plastic tea set in the pool at that age. also buy them some cute new arm bands.
We had the same thing happen with BIL kids in Feb, we went to the Dolphinarium at Dubai Creek Park and they loved it, also the Dubai Creek Park is worth a visit! Too be honest though they really love the pool, so as long as you have a swimming pool they will be very happy!

Buy the entertainer family book to get BOGOF's and get the timeout kids edition. Just a thought are they bringing their car seats/booster seats with them? You might want to check dubizzle.
