I remember at my previous company that there 'unofficial' rule was that only junior staff and muslims would be allowed to leave early. Despite many others not eating at work, we were expected to work till 6pm.

construction sites still work long hours during Ramadan Are they made to stop working between 11am-3pm or something like that over summer here?

This is the rule every year, nothing has changed. Doesn't mean that all companies actually comply with it, it's impossible to enforce. DIFC ruling was the only one that didn't have to comply ( Unless you were Muslim)
