Hi You can also buy them in More Cafe's. I'm also not sure of the legality to be honest but we have launched them in the desert before in rememberance of a family member whose funeral we couldnt attend back home. It was lovely.

I ordered mine from amazon and had them delivered to my families address, they brought them over last month. They are great and very cheap :-) This may not help but just and FYI, we are using them for our wedding.

I bought some recently at DragonMart - in a children's costume shop next to the Big Ben cafe. They were AED5 each but he would do a discount if you bought lots. I don't know if launching them is allowed but we saw heaps in the sky on New Year's Eve. HTH!
