Savory Popcorn? i always make it when watching movies....unless you need something you can just unwrap and put out...this you would have to prep yourself! Savory being, pop the corn and sprinkle/mix chicken stock powder on it....for a bit of bite add some chilli powder to the mix before you add it....i thought i would be repulsed when my kiwi mate suggested it....(being a butterkist puritan) but i am addicted now.....

~ Pakoras (bell peppers, eggplant, potatoes, onions) ~ mini sandwiches from co-op around 2.5 per pc ~ grill some marinated cottage cheese (paneer, you can get Amul paneer cubes at all supermarkets), capsicum, marinated chicken and stuff them on a tooth pick. ~ take some arabic bread..cut it into small pieces. put it in the microwave so that it becomes crispy and serve it with any dip or guacamole ~ IDLIs... but in small sizes.. or cut the Idlis into small sizes. take a large wok and add some oil. As soon as the oil heats up, add mustard seeds, asafoetida, chilli powder, little turmeric, Chaat masala and stir well.. add the idli pieces and serve them hot ~ you can also have dahi-puri, sev puri etc served from some Indian restaurant.

I've put it up here a bunch of times, its my go-to for these kinds of situations. Read through it, he has LOTS of creative (and cheap!) ideas.

I would find a local Indian restaurant and ask them what they can do for the money you have. Most will be happy to provide a fair (not great because the $$ are low) spread. Alternatively you could do warm arabic bread and dips.

Most of the Indian snacks can be made in that budget. So choose and make! What about vadas / pakodas?

Bruschetta with various toppings eg: home made tapenade, roasted bell peppers and olive oil, tomato, mozzarella and oregano, tuna mixed with mayo and herbs, hommus... lots of variety and not too expensive.
