I thought expats were only allowed to register two 'personal' cars each.
This is what we were told when we were trying to sell one car and buy another. My husband checked with RTA and Dubai police to see if we could buy the new car before selling the old one and they both said max two per residence visa. (This was over a year ago though!)
If you can have 2 cars/residence visa, so 2 for the husband, 2 for the wife would allow you 4 cars in a family (if you are married).

also now they are charging you for parking ie each residence can have only 2 parking permits, of course there are loads more than have many many many cars!
in dubai as many as you like, in abu dhabi it used to be only 2 if you could prove that you needed one, ie an engineer needed a 4x4 and a saloon car, one for work and one for play, but normally then only 1 but now you can have more.
Abu Dhabi used to be only 1 car, and not sure if thats changed, and Dubai was always as many as you like, but again not sure if thats changed. may be best to ask the RTA?
Up to 4 cars each in Abu Dhabi but they are trying to change it back to 2 as they have so many parking problems!!
But seriously, who needs 4 cars anyway?????
