Yes a tenant pays because they are living in the house - in the UK tenants pay council tax don't they and I am sure other similar taxes apply in other countries? In Australia the landlord pays the rates, not the tenant (not having a whinge, just stating a fact ;)) <em>edited by Tru Blu on 08/08/2011</em>

Piggle I agree with you as well. Personally I don't understand how people can expect to have their rubbish collected free (and much more regularly than in other countries); their roads well maintained, streetlights, streetcleaning, public parks, public beaches, etc etc, without having to contribute to the cost of it all. It is an income tax free country, but that doesn't mean *everything* is free, nor should it be! :) <em>edited by Maaam on 08/08/2011</em>

Yes thanks I do live here and have done for several years so don't be so patronising - do you need a beautiful green garden in the middle of the desert - do you need to clean your car all the time - how about living in the reality of where you live? By the way I would like to have had your bills wherever you come from - I pay only a bit more here but have a larger house and understand it may cost a bit more given we need to water things etc - I also pay a huge amount less for petrol and don't pay 40% tax so overall I don't whinge like most seem happy to whenever they pay a bit more for anything It isn't the case of moaning about paying abit more. The water is rubbish and hot. Like a lot of things here I'd be fine paying the extra If it was good quality and they offered excellent customer service like in other countries, but Dubai doesn't offer that.

I have, and even on the coldest period at home with all the heating going full blast, our bills were about half what they are here for this summer. The A/C is needed to be running most of the time due to the poor quality of houses in extreme temperatures, the garden needs to be watered constantly as there is no rain and the car needs to be hosed down due to the constant dust in the air. La la land? Well its the price to pay for living in such an unhospitable environment,but the useage you've mentioned is daily reality!!! Do you actually live here Piggle? If you do, please tell me where you do as I need to know where its cooler, where is rain and no dust ;)

Yes, that's part of it. Unfortunately, the reality is that we ought to be paying much, much more than we do now. Water desalination is extremely expensive and environmentally damaging because of the amount of fossil fuel you have to burn to make it happen, but if you're going to invite millions of people to come and live in an arid desert area, you have to provide them with water somehow. DEWA really needs to raise its prices by much, much more, but of course it can't, because that would make it impossible for most people to afford to live here. Well if people didnt find it cheap enough to water their driveways every other day, maybe DEWA would find it easier to meet demand ?

Yes, because 45C and high humidity during the summer here is just ideal weather, isn't it? Good grief. Yes, thats 360 days of lovely sunshine while 18C is horrible awful cold weather.

They say the rates are competitive internationally, but tell me one other place where a five bedroom house runs over $1000 usd a month in DEWA bills? And that was before the latest increase. And I think the issue is not the drinkability of water but the fact that we are living in badly designed, uninsulated houses in one of the hottest places on earth - and they want to charge a fortune for keeping them cool.

its drinkable and they supply it COLD..... Debateble if it's drinkable and it's only cold cos the weather is so awful. They treat the water to a higher standard than over here.... It is drinkable in the uk, there's no debate over it. Maybe a debate if it tastes nice.but it's safe to drink.

It is actually a fee (tax) levied by the Dubai Municipality on all housing in developed areas. At 5% of the annual rent, it is being collected thru Dewa on a monthly basis.

Oh the joys of DEWA. LOL. I have just checked about 5 of our previous bills and yes we have been charged that every time.
